06 January 2016 China takes important steps to boost international cooperation, signs OECD Multilateral Competent Authority and other agreements China (a non-OECD member) has become the 77th signatory to the Organization for Economic Co-operation and Development's (OECD) Multilateral Competent Authority Agreement (MCAA), which will allow it to progress with the automatic exchange of financial account information as prescribed in the OECD's Common Reporting Standard (CRS).
