Senate Finance to mark up ID theft/fraud, taxpayer protection bills

The Senate Finance Committee has scheduled an April 20 (at 10 a.m.) markup of a bill to curb identity theft and tax refund fraud, as well as the Taxpayer Protection Act of 2016.

The identity theft and tax refund fraud portion of the markup was originally scheduled for September 2015, but was postponed. Provisions in the Chairman's Mark of the identity theft and tax refund fraud bill include requiring the IRS to develop a report and guidelines on identity theft and study the feasibility of blocking the processing electronically-filed tax returns, and expanding and increasing penalties.

The first Chairman's modification of the bill makes various changes, additions, and deletions. The second Chairman's modification of the bill removes the proposal to provide the Department of the Treasury and the IRS the authority to regulate all paid tax return preparers.
