25 May 2016 ECOFIN discusses Anti-Tax Avoidance Package The Economic and Financial Affairs Council of the European Union (ECOFIN or the Council), which is made up of the Finance Ministers of all European Union (EU) Member States, on May 25, agreed only on a general approach regarding the Anti-Tax Avoidance Directive (the ATA Directive) with a view to adopting this Directive at the upcoming ECOFIN meeting on June 17, subject to certain amendments. Based on the political agreement reached on March 8, the Finance Ministers also reached final legal agreement on the adoption of the Directive on the exchange of tax information (non-public country-by-country Directive) and the third country aspects of tax transparency, without further discussion. Finally, the ECOFIN adopted conclusions on the European Commission (the Commission) communication on an external taxation strategy and on the Commission recommendation on measures against tax treaty abuse.
