19 July 2016 Uruguay's Parliament passes bill with VAT exemption for solar panels On June 24, 2016, Uruguay's Parliament passed a bill that would add solar panels for photovoltaic power generation (Panels) to the list of exempted goods for VAT purposes. The bill will become effective 10 days after publication in the Official Gazette, which is expected soon. The change would also apply to goods and services, whether local or imported, that are included in the Panels' construction, so VAT previously paid on those goods and services would be refunded. Additionally, the bill would allow the Executive Power to exempt imported goods used in the Panels' construction from other taxes, including the Customs Unique Tax on Import, the duty on the mobilization of packages, the consular fee and, in general, all duties and taxes on import, as longs as the goods are declared non-competitive with the Uruguayan industry.
