Switzerland's National Council opts for light implementation of "Stop Mass Immigration" initiative

The lower house of the Swiss Parliament on September 21, opted for a "light implementation" of the new constitutional provisions on immigration. That originated from the national vote on the Stop Mass Immigration initiative on February 9, 2014. The proposals do not fully reflect the executive's position which includes the unilateral setting of annual limits on the number of permits issued to people from EU and EFTA countries where immigration exceeds a certain threshold. The proposals, which are designed to better align the implementation of the law with the EU freedom of movement principles, are currently before the upper house of parliament for its review and vote. The new rules will need to be implemented by February 9, 2017.
