16 May 2017 Border adjustability to be discussed at Ways & Means hearing Border adjustability and international tax reform will be discussed during a House Ways and Means Committee hearing on Tuesday, May 23 (at 10:00 a.m.) entitled "Increasing U.S. Competitiveness and Preventing American Jobs from Moving Overseas." A hearing notice, which is attached, said the May 23 hearing "will focus on border adjustment and international tax modernization as a core element of comprehensive tax reform and the implications of these policies for increasing jobs, investment, and economic growth in the United States." Witnesses have not yet been announced. The hearing is in addition to another hearing this Thursday, May 18 (at 10:00 a.m.) on "how tax reform will grow our economy and create jobs across America." The staff of the Joint Committee on Taxation (JCT) has prepared a document, "Economic Growth and Tax Policy" (JCX-19-17), for the Ways & Means Committee's hearing scheduled for May 18. The document, which is attached, includes an overview of economic growth and the effect that taxes may have on economic growth.
