Russia signs Multilateral Convention on Measures to Prevent BEPS

68 countries, including Russia, on June 7 signed the Multilateral Convention ("Multilateral Instrument" or "MLI") to Implement Tax Treaty Related Measures to Prevent Base Erosion and Profit Shifting ("BEPS"), in line with Action 15 of the BEPS Action Plan. Eight other countries expressed their intent to join the Convention in the near future. The MLI will operate alongside existing bilateral double tax treaties while modifying the way in which those treaties are applied. At the time of signing the MLI, the signatory countries submitted lists of tax treaties that would be covered by the MLI and provisional lists of reservations and exceptions in relation to those treaties.
