August 31, 2017 2017-1404 What's past is prologue: How previous international tax reform proposals may shape the current debate As policymakers develop US tax reform legislation this fall, they are expected to include a move towards a territorial system of international taxation. This will require policy makers to make a number of design decisions that will have broad and significant implications for both US businesses operating globally and foreign-based businesses operating in the United States. The attached Tax Alert examines some prior proposals that address these key design issues in different ways, including various proposals for protecting the US tax base that may be revisited, and raises questions for businesses to consider as they prepare for and evaluate future international tax reform proposals.
