Oregon to release state Form W-4 for 2019; federal Form W-4 is currently the only form used

The Oregon Department of Revenue recently announced that a state Form W-4 will be developed and released for calendar year 2019 in response to federal changes under the Tax Cut and Jobs Act (TCJA). (Oregon payroll tax news listserv, August 27, 2018.)

Historically, the Department has used the federal Form W-4 for state income tax withholding purposes; however, with the implementation of the TCJA, the agency determined a state-specific form would best suit Oregon taxpayer needs.

For 2018, the Department recommends that employers encourage employees to check their state withholding to confirm it covers their estimated 2018 Oregon personal income tax liability. Employees should use the Department's 2018 Worksheet OR-WW, Oregon Income Tax Withholding Worksheet, to determine the correct amount of state income tax withholding for 2018. Employees who need to change their Oregon state withholding should, for the remainder of 2018, use the federal Form W-4 and write "For Oregon only" at the top.

Once the new form is released, employees will not need to use the federal Form W-4 to make different elections for Oregon withholding purposes. The Department is also working on an online withholding calculator for determining the appropriate amount of Oregon withholding.
