President signs IRS reform bill

On July 1, President Trump signed IRS reform legislation, the Taxpayer First Act (H.R. 3151).

The bill was approved by the House on June 10 and the Senate on June 13, and presented to the President on June 24. The final version dropped controversial Free File provisions that were the subject of opposition in the Senate, but retained provisions to create an independent means for taxpayers to appeal actions of the IRS, limit the capacity of private debt collectors to target low-income citizens, limit access of non-IRS employees to returns and return information, and enhance IRS-related cybersecurity and identity protections as well as IRS information technology modernization.

House Ways and Means Committee Chairman Richard Neal (D-MA) released a statement saying, in part, "This signing is the culmination of a lengthy, bipartisan process undertaken by the Ways and Means Committee to implement pro-taxpayer reforms at the IRS for the first time in more than 20 years. New protections for low-income taxpayers, practical enforcement reforms, and upgraded assistance for taxpayers and small businesses will all now go into place."

Ranking Member Kevin Brady (R-TX) released a statement saying, in part, "I'm proud that after three years of thoughtful bipartisan work, our bold package of reforms to the Internal Revenue Service are the law of the land. Thank you to President Trump for signing this historic legislation, which is the biggest and boldest step in over 20 years to redesign and restructure the IRS into an agency with a singular mission — quality taxpayer service."
