The OECD Multilateral Convention will come into force for Russia from October 1

Russia deposited the instrument of ratification for the Multilateral Convention to Implement Tax Treaty Related Measures to Prevent Base Erosion and Profit Shifting ("MLI") on June 18. It was submitted together with a list of reservations and notifications made by Russia upon signing the MLI. The MLI will come into force for Russia from the first day of the month following the expiration of a period of three calendar months beginning on the date of deposit of the instrument of ratification, i.e. from October 1. However, the time at which the MLI begins to have effect differs from the date of entry into force. In the case of withholding taxes, the new rules will apply from January 1, 2020 with respect to those tax treaties that have been ratified by the partner state. For all other taxes, the new rules will take effect no earlier than January 1, 2021.
