House passes H.R. 748 to permanently repeal the "Cadillac Tax"

On July 17, the House passed H.R. 748, the "Middle Class Health Benefits Tax Repeal Act of 2019," by a vote of 419-6.

H.R. 748, sponsored by Reps. Joe Courtney (D-CT) and Mike Kelly (R-PA), permanently repeals the Affordable Care Act's "Cadillac Tax" on high-cost employer-sponsored health coverage, which is scheduled to take effect in 2022. A modified version of the bill includes technical changes and waives statutory "Pay-As-You-Go" budget rules. The bill was considered under suspension of the rules and thus required a two-thirds majority for passage.

Attention now turns to the Senate, whose companion legislation (S. 648), sponsored by Sens. Martin Heinrich (D-NM) and Mike Rounds (R-SD), has yet to be considered by the Senate Finance Committee. The measure currently has 42 bipartisan co-sponsors.
