18 July 2019 House passes H.R. 748 to permanently repeal the "Cadillac Tax" On July 17, the House passed H.R. 748, the "Middle Class Health Benefits Tax Repeal Act of 2019," by a vote of 419-6. H.R. 748, sponsored by Reps. Joe Courtney (D-CT) and Mike Kelly (R-PA), permanently repeals the Affordable Care Act's "Cadillac Tax" on high-cost employer-sponsored health coverage, which is scheduled to take effect in 2022. A modified version of the bill includes technical changes and waives statutory "Pay-As-You-Go" budget rules. The bill was considered under suspension of the rules and thus required a two-thirds majority for passage. Attention now turns to the Senate, whose companion legislation (S. 648), sponsored by Sens. Martin Heinrich (D-NM) and Mike Rounds (R-SD), has yet to be considered by the Senate Finance Committee. The measure currently has 42 bipartisan co-sponsors.
