Congress returns to unfinished business

Congress departed for the summer recess after addressing government spending levels and the debt limit, largely removing the threat of a government shutdown or default in September. Other legislation has been enacted — including IRS reform and four tax protocols — but much remains unfinished. Lawmakers will pick up where they left off: turning the July spending deal into actual appropriations bills and trying to find ways to move legislation addressing the tax extenders, TCJA technical corrections, a retirement security bill, ACA taxes and other health care items. Challenges include a Senate that is focused on advancing Administration nominees, and reluctant to engage in policy debates. Meanwhile, the Democratic presidential race continues and the field of candidates is being winnowed. The attached Tax Alert has details.
