14 November 2019 South Carolina employers must now send child support withheld from employee wages to the state disbursement unit South Carolina has now implemented a state disbursement unit (SDU) for the remittance of child support withheld from employee wages. In addition, South Carolina now participates in the federal electronic income withholding order (e-IWO) process, allowing South Carolina employers the option to receive child support withholding orders electronically. Effective immediately, employers must either remit child support payments electronically to the South Carolina SDU or mail payments by check to: Information on electronic remittance of child support payments can be found here. Employers that choose to receive income withholding orders electronically through the federal e-IWO process are also able to exchange information electronically on employment verifications, new income orders, amendments, and employee terminations. Under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (P.L. 104-193), effective October 1, 1998 (deadline extended to October 1, 1999), states were required to form an SDU and require child support payments be made to the centralized unit. South Carolina is the final state to implement a centralized unit to which all child support payments are remitted. Until recently, South Carolina processed child support payments through local clerks of state courts.
