Oregon changes payment and reporting procedures for statewide transit tax

Beginning in tax year 2020, the Department will add the statewide transit tax program to Form OR-OTC-V, Oregon Combined Payroll Tax Payment Coupon and discontinue use of Form OR-STT-V, Statewide Transit Tax Payment Voucher. This will allow employers to use one payment voucher to report payments of the statewide transit tax in addition to the taxes on Form OQ, Oregon Combined Quarterly Employer Payroll Tax Report,which currently includes Unemployment Insurance, Withholding, TriMet, Lane Transit, and Workers' Benefit Fund programs.

Employers will still be required to file Form OR-STT-1, Oregon Quarterly Statewide Transit Tax Withholding,or Form OR-STT-A, Oregon Annual Statewide Transit Tax Withholding Return, along with the Form STT-2, Statewide Transit Tax Employee Detail Report, separately from Form OQ.

For employers, practitioners, and payroll service providers who import a Department-approved Excel spreadsheet to electronically file Oregon Form STT-2, STT Employee Detail Report,on Revenue Online, the spreadsheet is available on the Department's website. Printed or emailed spreadsheets are not allowed. Employers that expect their statewide transit tax liability to be less than $50 per year may request to file and pay the tax annually instead of quarterly.

Form W-2 reporting

Department regulations require employers to report the Oregon statewide transit tax in Box 14 of Form W-2, with the designation "ORSTT W/H" (for example ORSTT W/H - $15.00). (OAR150-316-0359(3)(a); EY Payroll Newsflash Vol. 20, #067, 5-21-2019.)
