19 March 2020 Georgia issues emergency unemployment insurance guidance related to COVID-19 Pursuant to the National Health Emergency declaration by President Trump on March 13, 2020 and the Public Health State of Emergency declared by Governor Kemp on March 14, 2020, the Georgia Department of Labor has adopted emergency Rule 300-2-4-0.5, effective March 16, 2020. This rule mandates that all Georgia employers file partial claims for unemployment insurance benefits online on behalf of their employees for any week during which an employee (full-time/part-time) works less than full-time due to a partial or total company shutdown caused by the COVID-19 public health emergency. Any employer found to be in violation of this rule will be required to reimburse the Georgia Department of Labor for the full amount of unemployment insurance benefits paid to the employee.
