Panamanian Ministry of Health adopts new citizen-mobility measures to mitigate the spread of the COVID-19 pandemic

Individuals will only be allowed to go out on certain days and at certain times, depending on their gender and the last digit of their identity card number or passport number.

In light of the current situation in Panama due to the COVID-19 pandemic and the increase in affected individuals, the Ministry of Health issued Resolution No. 360 of 2020 to adopt new measures that restrict the mobility of individuals in Panama.

The resolution establishes the days and times individuals are allowed out. The specific hours that individuals are authorized to be out depends on the last digit of their identity card number or passport number. The days they may be out are restricted by gender as follows:

  • Females may be out on Mondays, Wednesdays and Fridays.
  • Males may be out on Tuesdays, Thursdays and Saturdays.
  • On Sundays, no person may go out, except for health reasons.

The resolution also establishes that adults over 60 years of age and individuals with disabilities, regardless of the last digit listed of their identity card number, may go out solely to buy groceries and/or medicines from 11:00 am to 1:00 pm. However, the same gender and day of the week rules apply.

The resolution does not modify the list of individuals previously exempt from the curfew measure established in Executive Decree 490 of 2020, Executive Decree 507 of 2020 and Executive Decree 513 of 2020.
