The witnesses were Treasury Secretary Steven Mnuchin and Federal Reserve Chairman Jerome "Jay" Powell, who are required by a provision of the CARES Act pandemic response law to provide regular testimony on the progress of the law's emergency assistance programs. The hearing was conducted on an all-remote basis, with all senators and witnesses appearing via video connections and no hearing room.
