| This week's tax news from the Americas - US modifies and expands tariffs on steel and aluminum imports, citing national security
US President Donald Trump signed two proclamations on 10 February 2025 reinstating the tariff on steel at 25%, reinstating and increasing the aluminum tariff to 25% and adjusting the amount of these imports into the United States (US). The changes will apply for products that are entered for consumption or withdrawn for consumption as of 12 March 2025.
- Colombian Government establishes temporary tax measures
The Colombian Government issued a decree introducing temporary tax measures effective from 22 February 2025 to 31 December 2025. The tax measures establish a 19% value-added tax on online gambling deposits made by residents or those with economic activity in Colombia, and a 1% tax on the first sale or export of some hydrocarbons or coal. Additionally, the tax measures impose a 1% stamp on certain public and private documents (including contracts) granted or accepted in Colombia or granted abroad but executed in Colombia.
- UN intergovernmental negotiating committee on Tax Framework Convention on Tax Cooperation holds organizational session
From 3 to 6 February 2025, the intergovernmental negotiating committee on the United Nations (UN) Framework Convention on International Tax Cooperation held its organizational session. Outcomes of the meeting included the election of the negotiating committee’s Bureau, with representation from various regions. The intergovernmental negotiating committee also established a decision-making process and chose prevention and resolution of tax disputes as the subject for the second early protocol to the Framework Convention. Looking ahead, a detailed roadmap is to be finalized by the end of March, including guidelines for several work streams and the frequency of virtual meetings. Text of the Framework Convention and two protocols is to be delivered for consideration by the UN General Assembly in 2027.
