Ways and Means approves tax reconciliation bill

The House Ways and Means Committee held a markup beginning Tuesday, May 13 and approved a nearly 400-page bill encompassing the full array of tax provisions and revenue offsets meant to accompany extensions of Tax Cuts & Jobs Act (TCJA) provisions expiring at the end of 2025 in a budget reconciliation bill. The Committee debated and voted down a host of Democratic amendments before approving the bill 26-19 on May 14 at close to 8 a.m., after more than 17 hours of consideration.

At the top of the markup, Committee Democrats challenged the two-part release of the bill — a TCJA-focused mark on Friday, then a more robust substitute amendment on Monday with items members claimed were not germane to the original version — and consideration of the bill over a budget window through 2034 rather than 2035, pursuant to the budget resolution. There was a lengthy walk-through with Joint Committee on Taxation staff and Committee staff, then member statements, and a break for House floor votes before consideration of amendments got underway close to 8 p.m.
