BREAKING TAX NEWS | House clears massive tax and spending cut bill for President's signature, 218-214; July 4 signing ceremony expected

By a vote of 218-214 on July 3, the House passed H.R. 1, what President Trump has called his "One Big, Beautiful Bill" to extend Tax Cuts & Jobs Act (TCJA) provisions beyond 2025 and cut mandatory spending. After a few days spent applying pressure to holdouts, the House Republican leadership succeeded in nailing down the votes to pass the almost 900-page bill, which includes an estimated $4.5 trillion in tax cuts along with changes to Medicaid and a range of other programs.

The Republicans voting against the budget-reconciliation bill, along with all Democrats, were Reps. Thomas Massie (R-KY) and Brian Fitzpatrick (R-PA). While the bill has carried the title of the One Big, Beautiful Bill Act, the official title was struck on the Senate side pursuant to reconciliation rules. The White House reportedly has planned a July 4 signing ceremony on Friday.

The Senate passed H.R. 1 on July 1, 51-50, with Vice President J.D. Vance casting the tie-breaking vote after a marathon "vote-a-rama" on amendments and motions that lasted more than 24 hours. The House then worked through the scheduled Fourth of July holiday recess. Yielding to pressure to get the bill signed by the President’s July 4 deadline, the House did not make changes to the Senate-passed text, avoiding a bicameral conference or a process in which the chambers would have sent modified versions of the bill back and forth.

Leading up to the vote, House Minority Leader Hakeem Jeffries (D-NY) used the "magic minute" that is traditionally accorded the minority leader before a final floor vote, in a speech that began at 4:52 a.m. EST. Jeffries spoke for eight hours and 45 minutes, breaking former Rep. Kevin McCarthy’s (R-CA) previous record for longest House floor speech, set in 2021 when McCarthy was minority leader.
