- Banks have received instruction that they must request Ministry of Foreign Trade and Export Promotion approval before proceeding with domiciliation.

The Algerian Ministry of Foreign Trade and Export Promotion has instituted several reporting requirements for economic operators importing goods for their own use. Submission requirements for data related to importations during 2024 and first half of 2025 To further its objective of data collection and transparency, the Ministry of Foreign Trade and Export Promotion is requiring economic operators to submit certain information before 31 July 2025. A file with the following information must be submitted by email to fonctionnement@mcepe.gov.dz: - Fiscal balance sheet of 2024, stamped by the tax authorities
- Customs declarations (D10) for 2024 and the first half of 2025
- Monthly tax declarations (G50) for the first half of 2025
- Comprehensive list of clients (Form 104) for 2024 and the first half of 2025, stamped by the tax authorities and the external auditor
- Electricity, gas and water bills for 2024 and the first half of 2025
- Sub-ledgers of auxiliary journals related to raw materials, finished products, sales and inventories (operating imports), as well as those related to purchases, inventories, investments and amortization (equipment imports)
- Contribution statements from the Social Security authorities (CNAS and CASNOS) for 2024
- Technical sheet related to theoretical and actual production capacities, issued by the Wilaya Industry Directorate
Submission requirements for forecasted importation program for second half of 2025 An official announcement, published on 2 July 2025, on the Ministry of Foreign Trade and Export Promotion's website, outlines the submission requirements for the Import Forecast Program (PPI) for the second half of 2025 for imports categorized under "Operating" and/or "Equipment." The submission deadline has been officially extended by the Ministry from 31 July 2025, to 10 August 2025. The PPI form is available exclusively on the Ministry's official website at www.mcepe.gov.dz. The submission must be completed as follows: - The company must complete, sign and stamp the forecast table.
- Before submission, the document must be validated by the supervisory ministry corresponding to the company's activity sector (e.g., energy, industry, agriculture, pharmaceuticals).
- The validated table must be sent exclusively to the following email address: ppfonctionnement@mcepe.gov.dz.
The Ministry commits to returning the validated table to the operator's email address within seven days. Once the validated table is received, the company may begin its import operations. If the economic operator is not be able to obtain validation from the supervisory ministry, a file must be sent to the Ministry of Foreign Trade and Export Promotion by email to reclam.ppfonctionnement@mcepe.gov.dz and include a: - Letter explaining the absence of the validation of the supervisory ministry
- Copy of the forecast importation program signed and stamped by the economic operator
- Copy of the trade register
- Formal report or minutes by a bailiff confirming the existence of a facility
This claim must be submitted before 10 August 2025. Obligation to obtain approval of Ministry of Foreign Trade and Export Promotion before proceeding with bank domiciliation On 15 July 2025, the Ministry of Foreign Trade and Export Promotion published on its website a new obligation for economic operators to submit a file for validation before proceeding with bank domiciliation for importation of services. The file should be sent by email to importservices@mcepe.gov.dz and should include: - A copy of the trade register
- Pro-forma invoices, contracts or agreements
- Any technical or administrative documentation related to the services to be imported
- An Excel form, to be downloaded via the official website of the Ministry of Foreign Trade and Export Promotion (www.mcepe.gov.dz)
