Algeria issues new regulation for preparing and publishing financial statements in the banking sector

  • Regulation No. 25-08, published on 30 September 2025, repeals Regulation No. 09-05 and establishes new requirements for the preparation and publication of financial statements for banks, financial institutions and payment service providers.
  • Entities must prepare standard financial statements, including a balance sheet, income statement, cash flow statement and notes, with specific templates provided in the regulation.
  • These financial statements must be published in the Official Bulletin of Legal Announcements (BOAL) within six months after the end of the fiscal year.
  • A 24-month transition period for compliance is provided, during which entities must submit semi-annual progress reports to the Banking Commission regarding their adherence to the new regulation.
 

Published in the Official Gazette on 30 September 2025, Regulation No. 25-08 repeals Regulation No. 09-05 of 18 October 2009 and establishes new in-force conditions for the preparation and publication of financial statements for banks, financial institutions and payment service providers, in proportion to the nature, complexity, diversity and volume of their activities. The Bank of Algeria introduced the new regulation on 25 July 2025.

Entities subject to this regulation are required to prepare the following financial statements in accordance with the standard templates included in Regulation No. 25-08:

  • Balance sheet, which should be prepared on net of uncollected interest
  • Off-balance sheet
  • Income statement
  • Cash flow statement
  • Statement of changes in equity
  • Notes to the financial statements

These statements must be published in the Official Bulletin of Legal Announcements (BOAL) within six months following the end of the fiscal year.

A transition period of 24 months from the date of publication of this regulation in the Official Gazette (30 September 2025) is provided for compliance with the new regulation. During this period, the subject entities must submit a semi-annual progress report to the Banking Commission detailing their compliance status with the provisions of this regulation.
