  • Canada introduces 2025 federal budget
    On 4 November 2025, Canada’s Minister of Finance and National Revenue, François-Philippe Champagne, introduced the 2025 federal budget. The budget contains tax measures affecting individuals and corporations but would not change the general corporate tax rate or the personal income tax rates. Proposed changes include significantly restructuring Canada's transfer pricing rules, allowing immediate expensing for eligible manufacturing and processing buildings, reinstating accelerated capital cost allowance for liquefied natural gas facilities, and enhancing tax incentives for scientific research and experimental development.
  • Colombian Constitutional Court upholds validity of certain temporary taxes
    In a 16 October 2025 ruling (C-431/25), Colombia's Constitutional Court confirmed that temporary taxes introduced during a security emergency are valid to the extent that total collection does not exceed the authorized budget to be raised by these taxes. If the total amount collected from these temporary taxes exceeds the budget authorized for the emergency measure, the excess must be returned to taxpayers. The taxes include a 1% stamp tax, a 19% VAT on online gambling and a 1% Catatumbo tax on hydrocarbons and coal. The taxes will remain in effect until 31 December 2025.
