03 February 2026 President Trump signs into law FY 2026 HHS funding, health extenders package On February 3, President Trump signed into law an appropriations "minibus" package that funds the Department of Health and Human Services (HHS) for fiscal year (FY) 2026 and extends several health care programs, including Medicare telehealth flexibilities. The package does not include funding to revive the Affordable Care Act's enhanced premium tax credits that expired on December 31, 2025. It also does not include policies in President Trump's "Great Healthcare Plan" to expand tax-preferred accounts or codify his Most Favored Nations deals, however, it does include additional transparency provisions for pharmacy benefit managers (PBMs) and hospitals. The HHS appropriations and health extenders bill passed as part of a five-bill package: Defense, Labor-HHS-Education, Transportation-Housing and Urban Development, Financial Services and General Government, and National Security-State Department — plus a short-term extension of Homeland Security funding to provide time to address Democratic concerns related to the Department of Homeland Security (DHS). The Senate on January 29 voted 71-29 to advance the package and the House on February 3 voted 217-214 to send the bill to President Trump for his signature.
